Texting While Driving May Become Illegal in Florida

State Representative Doug Holder (R-Sarasota, Florida) is working to push legislation that will make it illegal to text message while driving. The Florida Representative said that he thought of the bill after a tragic and nationally talked about accident occurred in New York killing several high school teenagers.  The conclusion of the accident investigation said that it was likely caused by the driver texting while operating the vehicle.  

A study at Harvard found that nearly 6%of all crashes
nationwide are caused by cell phones. This means that nearly 636,000 crashes and 2,600 deaths each year are attributed to cell phone use.  This bill could make those numbers go down if passed.

However,  The bill has raised a few questions.  It is okay to talk on the phone, but not type?  Why the distinction and not an outright ban?  Where does it stop?  Next,  an individual could always use the excuse that they were dialing a phone number to make a call, which is perfectly legal.  How is a police officer going to make the distinction?
