The woman was lounging on a chair when the vehicle made contact with her. She was killed at the scene of the accident. The director of Animal Control and Care has stated that the number of dog bites has increased throughout the state and something needs to be done in order to prevent this.  The proposed bill, House Bill 685, passed earlier this week in the House.

The bill states that there is new procedures and requirements that must by dog owners if the dog is considered ‘dangerous’ or ‘viscous.’ A dangerous dog is one that has punctured the skin by scratching, biting or nipping a person.

If there is a second attack, the dog is then considered viscous. A viscous dog must be confined, microchipped ans also carry $50,000 in insurance. The bill also states that a person can not own more than one viscous dog.

The driver was traveling south on 9A near Alta Drive when he swerved off of the highway and crashed into several large trees. Paramedics and police arrived on the scene, and had to extract the man from his vehicle. He was immediately taken to Shands Jacksonville Hospital where his injuries are said to be life-threatening.
